To maintain the vehicle in constant speed even when the vehicle is heavily loaded .actually fuel passage is controlled in this system if the vehicle is heavily loaded the passage of fuel is more n when the vehicle is unloaded the passage of fuel I'll be in normal condition.

governor helps to supply fuel when load varies.If the vehicle if fully loaded the supply of fuel increases and vice-versa,So the vehicle can run smoothly at constant speed without int-interrupting anything.

The governor and fuel control system limit the maximum fuel quantity delivered at any speed and thus regulates the amount of torque the engine can produce.  If the governor fails, the torque can increase without bound and cause the engine to over-speed.
